The Growing Problem of Unauthorized Construction
The Vasai–Virar region, one of the fastest-growing areas in the Mumbai Metropolitan Region (MMR), faces a massive threat from unauthorized buildings and encroachments. According to the Vasai–Virar City Municipal Corporation (VVCMC), nearly 49% of constructions in the area are illegal—a staggering figure that reveals systemic failures in urban planning and regulation.

What Makes a Building “Unauthorized”?
Constructed without VVCMC approval
Built on encroached land, including government or reserved plots
Deviates from approved plans (e.g., extra floors, basements, or mezzanines)
Often lack fire safety, structural certifications, or sewage connections

Recent Crackdown: ED Raids and Arrests
In July 2025, the Enforcement Directorate (ED) conducted raids across Vasai, Virar, and Nalasopara, targeting a network of corrupt architects, builders, and engineers. The focus of the probe included:
Money laundering linked to unauthorized building approvals
Bribes for plan sanctions despite violations
Encroachments on land already acquired by VVCMC

What Are Authorities Doing?
Demolition Drives: VVCMC has started razing high-risk structures, particularly those under C1
categorization.
Digital Surveying: Satellite imaging and drone-based land surveys to map encroachments.
Policy Reform: Push for amendments in the Maharashtra Regional Town Planning (MRTP) Act for faster action against violators.
